The following agencies offer assistance to victims of crimes and their families with a variety of victim related issues.
Victims' Compensation Assistance Program

If you know someone who has been a victim of a violent crime in Delaware, the Delaware Victims Compensation Assistance Program (VCAP) may be able to help. Part of the state’s Department of Justice, VCAP helps alleviate financial burdens and lighten the anguish that crimes leave on all victims. Delaware’s VCAP has been providing such support over the course of four decades, helping:
- Victims and their families who have been physically or emotionally injured by a crime in Delaware.
- Victims of Domestic violence
- Victims of criminal offenses including murder, assault, kidnapping, arson, burglary, and sexual assault, or sexual abuse.

The VINELink system is an information and notification resource that provides informed data on an offender's custody status. This resource works in conjunction with the automated VINE service provided through a grant from B.J.A. in conjunction with the Department of Safety and Homeland Security, DELJIS and the Delaware Department of Correction.
- Questions or concerns in reference to an offender, please feel free to call the Delaware Department of Correction Administrative Records Department at 1-302-857-5490.
- Questions concerning the operation of the Delaware VINE System, please call DELJIS at 1-866-751-5327 and ask for the Program Coordinator. The hours of operation are Monday - Friday, 8:00 - 4:30.
